The New Global Ranking of World Universities is the first international global project of an Autonomous Non-Commercial Organization of Independent Rating Agency - RatER (Rating of Educational Resources), supported by the academic society of Russia. The Non-Commercial Organization of Independent Rating Agency - RatER is a self-dependent research organization, initiated by Russian big private industry in March 2005 in order to investigate problems of higher professional education and inform the big target group about tendencies of institutions of higher education and the way of interaction between institutions of higher education, graduates and employers.

The key task of the RatER is to contribute to increasing the quality of Russian higher professional education.

For the past several years the RatER has been investigating the national system of higher professional education, processes of reforming in the education and innovation systems mainly by means of preparing Russian higher educational institutions ratings, based on the topical criteria, demanded by different target groups.

The RatER addresses the research findings to:

  • University entrants and their parents for choosing a higher educational institution, depending on their career plans;
  • Heads of higher educational institutions for development and realization of the competitive development strategy;
  • Executives of the Ministry of Education and Science as additional information about institutions of higher education, additional evaluation of universities;
  • Business for evaluation of a higher educational institution as an object of investment, for evaluation of graduates and for planning recruitment activities.

Investigation activity of the RatER is based on the concept of the public value system. The RatER has substantiated and tested these key criteria: competitiveness of the higher school graduate, professional knowledge of the higher school graduate, adaptability (personal qualities) of the higher school graduate, and public value of the higher educational institution.

Peculiarities of the research approach of the RatER:

  1. Each criterion is a combination of inside and outside evaluations of education quality, gathered during sociological surveys of employers, students, graduates, heads and teachers of the higher educational institutions, experts.
  2. The object of the investigation is a faculty (department) and not the university itself, which allows comparing higher educational institutions in an appropriate way. According to the findings, higher schools ranks are developed for the departments: energetic, mechanical engineering, gas and petro-chemistry, management and economics, IT and telecommunication etc.
  3. Qualitative and quantitative methods of collecting and analyzing information.
The RatER plays a consolidating role in the educational area, attracting employers, heads of higher educational institutions, executives of the RF Ministry of Education and Science, experts to creation and development of the concept of the public value system.
