Accreditation – comparison of the object with the given “ideal sample”. In this case this type of the comparative evaluation does not let us to understand, how Russian universities move forward in solving the task of increasing competitiveness of the quality of the given education, as there is a high possibility that all compared institutions of higher education will comply or, vice versa, will not comply with “the ideal sample”. In this situation the differences between Russian and foreign institutions of higher education will be minimal. Making league tables – division of the aggregate of objects into several groups (usually, at least three of them). In case when hundreds of universities are compared, there is an inevitable situation, when several dozens of higher educational institutions fall into one group and get a similar status. Ranking, rank – sorting the aggregate of objects, when each of them has its own serial number (in some cases – several objects have a similar rank). An ordinal evaluation scale is used. Rating – sorting the aggregate of objects within the frames of the qualitative evaluation scale. The rating formation is grounded on the following procedures:
